Problem: 

1. quartus_hps is not able to access flash that connected to HPS if
   certain registers for example clock manager registers had been 
   modified. 

2. quartus_hps does not reserve the last four NAND flash memory block
   for Bad Block Management.

Solution:

1. quartus_hps performs software cold reset the device to recover the
   device. 

2. quartus_hps reserves the last four NAND flash memory block for Bad
   Block Management.

Caution - You must either have previously installed the
          Quartus Prime 16.0 software or must
          install the Quartus Prime 16.0 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
